It is the Ministry of Foreign Affairs' own dated matrix of which foreign ordinary passports are visa-exempt and for how many days. The FAQ restates the default for everyone off that list; the 1994 Immigration Law is the enabling statute but could not be quoted from the scan we hold.

The Ministry of Foreign Affairs e-Visa Office explicitly exempts these three passport classes from a tourist visa for stays up to 14 days per entry during the stated dates. The e-Arrival Card remains an entry declaration; the existing held embassy FAQ expressly says it is not a visa.
