Loi n° 71-10 du 25 janvier 1971 is the statute the Paris consulate still cites as the legal basis for entry conditions; Article 2 creates the obligation that no foreigner is admitted to Senegal without an autorisation de séjour or d'établissement, and Article 1 defines 'étranger'. The visa categories published by Senegal's embassies and consulates implement this obligation.
The London embassy's Category C states that for these issuers 'a visa granted by the authorities is required before flying and entering into Senegal', so they must arrange a visa in advance.
