Aevamo’s reading
The Ministry of National Security, which administers the Immigration (Restriction) Act, Cap. 114, declares in its signed public-service announcement that 'a Visa is required for entry into Saint Vincent and the Grenadines' for the listed countries - the operative imposition of the advance-visa obligation, not a report of it. The consolidated text of the parent Act is not published online, so this ministerial declaration is the closest authoritative statement of the rule; its April 2024 country list has since been adjusted (Bangladesh and Nepal removed by the Cabinet's May 2024 decision, Jordan added per the current official list).
The Ministry of National Security, which grants entry permits, states that OECS nationals receive indefinite stay upon entry, so OECS passport holders are not subject to the entry-permit caps and need no advance authorisation.

What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
