Ley 18.250 is the immigration law that creates the obligation: it requires foreign nationals to obtain a consular visa in the cases where one is exigible (art. 42), and art. 30 lit. B entrusts the MRREE consulates with granting those visas; the DNM table and Decreto 356/018 implement it.
The DNM admission-visa table lists each of these countries in the 'Emisor' column with 'No necesita Visa' in the 'Pasaporte común' column, granting visa-free entry; the quoted table header and representative rows (Alemania, Argentina, Japón, Estados Unidos) show the columns and the 'No necesita Visa' entries.
