The Ministry of Foreign Affairs of the Republic of Cyprus publishes the operative lists of third countries whose nationals require a visa for entry to Cyprus (Part A) and those exempt (Part B); these lists are what the border applies, and they implement EU Regulation 2018/1806, whose Article 3(1) creates the visa obligation and Article 4(1) the 90-day exemption, both directly applicable in Cyprus.
The passage states that citizens of every EU Member State and of Switzerland, Iceland, Liechtenstein and Norway enter Cyprus with their national identity card, so the visa regime does not reach them at all and they are FREE_MOVEMENT with no day cap; the listed issuers are exactly those Member States and EEA/EFTA states.
