Every citizen of a foreign country who wishes to visit the Kingdom of Lesotho on any visa category must first obtain a visa through the Lesotho e-visa system. Citizens of countries that have visa abolition agreements with Lesotho and citizens of some Commonwealth countries are exempt from this rule.

Section 5(2) of the Aliens Control Act 1966 is what creates the obligation: an alien may enter Lesotho for a visit only while in possession of a valid passport, and s.2(5)(f) defines a valid passport as one bearing a visa unless a visa is dispensed with under an arrangement to which Lesotho is a party. The Ministry's e-visa rule and the embassy's country list administer that statutory requirement.

The Ministry states every foreign citizen must first obtain a visa through the Lesotho e-visa system; the only exemptions are visa-abolition partners and some Commonwealth countries, and none of these issuers appears on the held exemption enumerations (the embassy table's NO and asterisk lists, the 10 June 2025 EU waiver, or the Irish 44-day arrangement), so they fall under the general requirement.
