Section 3(1) of the Immigration and Foreigners Act, 2025 imposes the requirement of a valid passport and visa for every foreigner entering or present in India; every row in this output is either a mechanism for satisfying that requirement (e-visa, regular visa) or an exemption from it made under section 33 of the Act (the visa-free entries and the visa-on-arrival facility).
Section 3(1) of the Act makes a valid visa a condition of entry and of presence in India for every foreigner, subject only to exemptions under section 33 or intergovernmental agreements. These issuers appear on none of the exemption lists the regime provides, so the Act's ordinary visa requirement applies to them.
