The tourism module of the e-Visa system has been rolled out to 34 countries. The names of the countries are: Albania, Algeria, Belarus, Bulgaria, Cameroon, People’s Republic of China, Comoros, Democratic Republic of the Congo, Republic of Congo, Cote d’Ivoire, Croatia, Cuba, Egypt, Ethiopia, Ghana, Guinea, India, Indonesia, Iran, Kenya, Liberia, Lithuania, Mali, Mexico, Morocco, Niger, Nigeria, Philippines, Romania, Saudi Arabia, Senegal, Slovakia, Uganda and Oman. These 34 countries constitute the main tourism producing countries and are not visa exempted.

Section 10A(1) of the Immigration Act creates the obligation — every foreigner entering the Republic must produce a valid port of entry visa — and section 10A(4)(a) empowers the Minister to exempt categories of persons; the DHA exempt-countries schedule is that exemption exercised, so the Act is the instrument that imposes the requirement the exemption relieves.
The DHA's own Annual Performance Plan names these countries as the tourism-module e-Visa countries 'that are not visa exempted'; the issuers in this row are the subset of that list that still require a visa under the December 2025 exemption schedule, so their visa is obtained through the electronic application route.
