Dahir n° 1-03-196 promulgating Loi 02-03 is the statute that imposes the obligation: Article 3 requires every foreigner arriving on Moroccan territory to hold a valid travel document "assorti, le cas échéant, du visa exigible". The visa-exemption list, e-visa note and change records all implement or modify that requirement; the Dahir creates it.
The article reports that as of 27 April 2026 the only nationalities still required to obtain the AEVM (an online pre-departure travel authorization) are Congo, Ecuador, Ghana and Guinea, so these four must arrange that authorization in advance.
