The Law on Foreigners (Zakon o strancima) is the statute that creates the visa obligation: Article 15(1)(1) makes a valid visa a condition of entry where one is required, Article 16(1) makes visa-free entry possible only by international agreement or Government decision, and Article 16(3) sets the 90/180 visa-free stay limit. The MFA pages describe the regime the Law empowers.
