Official wording
A citizen of the Community visiting any Member State for a period not exceeding … ninety (90) days shall enter the territory of that Member State through the official entry … point free of visa requirements.

Loi n°04-058 art. 8 is the provision that imposes the entry-visa obligation on every foreigner entering Mali; the 2005 decree implements it and the ECOWAS protocol and the ministry/embassy list carve out exemptions from it.
Protocol A/P.1/5/79 is the international convention that Loi n°04-058 art. 3 subordinates Mali's entry regime to, and it grants every citizen of an ECOWAS member state, a class covering all fourteen of these issuers, visa-free entry through official entry points for up to ninety days.
