The Immigration Act 2006 (43 MIRC Ch.1) is the instrument that CREATES the obligation: section 112 makes a visa or exemption compulsory for every non-citizen entering the Republic, section 113 grants the statutory exemptions, and section 137 requires a visitor visa before arrival except for Cabinet-approved visa-on-arrival countries. The Regulations and the Division of Immigration's list implement that obligation.
The Division of Immigration's list places the Federated States of Micronesia, the Republic of Palau and the United States of America in the VISA EXEMPT/WAIVER category with 'No Period restrictions', so these nationals need no advance authorisation and have no stay limit.
