Sovereign Ordinance n° 3.153 of 19 March 1964 is the Monégasque instrument that creates the entry obligation: Article 1 requires every foreigner entering the Principality to hold the passport, visas and authorisations that permit access to France, which is what imports the French/Schengen visa regime into Monaco. The government page and the EU regulation describe or supply that regime but do not create Monaco's obligation.
Article 4(1) of the consolidated EU visa regulation exempts nationals of third countries listed in Annex II from the visa requirement for stays of no more than 90 days in any 180-day period, and Micronesia is listed in Annex II under note (4); the condition in that note is satisfied because Council Decision (EU) 2016/1879 applies the EU–Micronesia visa waiver agreement provisionally from the day after signature, exactly as the other agreement-gated countries are treated.
