This arrêté, made by the ministers of the interior, foreign affairs, budget and overseas under the CESEDA, is the instrument that CREATES the short-stay visa obligation for the named territories including Guyane: Article 1(1°) requires a visa for entry, and Article 3 plus Annexe II create and bound the dispense. For Brazil, the arrêté du 31 juillet 2026 (unfetchable; reported by the embassy page) derogates from Annexe II and suspends the visa for ordinary passports up to 30 days/180.
Annexe II opens by stating that the listed passport holders are dispensed from visa for stays not exceeding 90 days in any 180-day period; the entry 'Antigua et Barbuda' with 'Dispense s'étendant à tout type de passeport' shows the all-passports extent that the other unmarked issuers on this row share. Each issuer on the row appears in the same Annexe II list under the same all-passports dispense.
