The Lineamientos Generales para la expedición de visas (SEGOB/SRE, DOF 25 July 2025) are the instrument that creates the visa obligation: art. TERCERO provides that only nationals of countries with a visa-suppression agreement or unilateral decision may present themselves without a visa, making the visa the default for everyone else. The SRE régimen consular table operationalizes which nationalities that reaches.
The SRE 'Régimen Consular por Nacionalidad' table lists each nationality as 'EXENTO*' (visa-exempt) for ordinary passports as visitors without permission for remunerated activities; the header limits the regime to stays under 180 days. Each issuer in this row appears as EXENTO in the quoted table.
