- Entry requires a permit issued by the Principal Immigration Officer of the Government of South Georgia and the South Sandwich Islands under section 7; the permit sets the duration of the stay, and for a visit permit the specified period must not exceed 30 days.
- An application must be submitted to the Principal Immigration Officer with any fee not less than 14 days before the date on which the applicant intends to enter the Territories.
- The Principal Immigration Officer must refuse to issue a permit to an applicant who does not have health insurance (medical expenses insurance covering emergency evacuation and repatriation).
- The Entry Control Ordinance 2022 is in force; it commenced on 1 August 2025.

Except as provided by this Ordinance, no person is permitted to enter or remain in the Territories. … A person who wishes to enter the Territories and who is not entitled to deemed permission under section 9 must apply in accordance with this section for a permit for either— (a) tourism, leisure or other purpose of a private nature that is not work (“a visit”); or (b) work. … The Principal Immigration Officer may issue a permit to any person who applies under section 6 and who is not of a description in section 8(1).

The Entry Control Ordinance 2022 is enacted by the Commissioner of South Georgia and the South Sandwich Islands 'to provide for the control of entry into and residence in' the Territory; section 5 prohibits entry by 'no person' except as the Ordinance provides and sections 6-7 impose the permit requirement on every traveller, so it creates the obligation collectively rather than describing one created elsewhere.
Section 5 prohibits every person from entering the Territories except as the Ordinance provides; section 6(1) then obliges anyone not within a deemed-permission category to apply for a permit, naming the visit permit (tourism and private purposes); and section 7(1) vests issue of the permit in the Principal Immigration Officer. Together these make a permit from the administering Government a condition of entry for every holder of any travel document, whatever its nationality.
