Loi n° 29-2017 (amending Loi n° 23-96 of 6 June 1996) is the statute that creates the entry obligation: Article 15 requires a foreigner who is not a national of a country with particular immigration agreements with Congo to present a passport bearing a valid visa in order to enter. The CEMAC act, the embassy statements, the Congo–Rwanda accord and the UAE page describe exemptions within that legal frame; they do not create the general requirement.
Article 15 requires any foreigner who is not a national of a country with a particular immigration agreement with Congo to present a passport bearing a valid visa (obtained at a Congolese chancery abroad) in order to be authorised to enter. None of these issuers is covered by the CEMAC exemption, the Senegal/Côte d'Ivoire/Benin exemption, the Rwanda accord or the UAE facility, so the visa requirement applies to them.
