The MOFA page states the principle that a visa is required in principle for cross-border movement, and its inbound table is the exhaustive list of countries/regions whose ordinary-passport holders may enter Korea without one; every issuer in this row appears on none of the held visa-free lists (keta-eligible, the MOFA inbound table, the Hi Korea designated and Jeju lists, the K-ETA exempt lists), so the visa requirement applies to them.
