- The Dominican tourist visa (Visa de Turismo Simple, up to 60 days, one entry) must be obtained before travel from a Dominican embassy or consulate.
- A traveller holding a valid multiple-entry visa or permanent residence of the United States, the Schengen area, Canada or Great Britain may instead enter with a valid passport and a tourist card for tourist purposes, under Decreto 691-07.

Art. 28 creates the operative obligation — every foreigner entering the Dominican Republic must hold a visa except nationals of visa-dispensa-agreement countries or countries authorised by the Executive to enter with a tourist card — Art. 31 mandates MIREX to publish the country lists, and Art. 81(a) fixes the 60-day maximum tourist stay. It is the instrument that imposes the requirement; the MIREX list implements it.
The intro sentence imposes the general visa requirement (obtained at a Dominican consulate), and the category-D heading plus entries enumerate the issuers to whom that requirement applies.
