Article 1 of this arrêté imposes the entry conditions (including the visa requirement) on every foreigner entering Martinique who does not benefit from free movement, and Article 3 plus Annexe II create the visa exemptions. It is the instrument that creates the obligation, not a description of it; the DGEF page only describes the same rules.
For Dominica and Saint Lucia the Annexe II entry grants visa-free stays of at most fifteen days for Martinique, within a cumulative cap of one hundred and twenty days per twelve-month period — a shorter stay than the general ninety-day rule.
