The Isle of Man Immigration Rules are made under section 3(2) of the Immigration Act 1971 (an Act of Parliament) as extended to the Isle of Man by the Immigration (Isle of Man) Order 2008; they impose the leave-to-enter requirement, define who must obtain entry clearance in advance (visa nationals and the ETA requirement) and set the visitor stay durations. The UK visa national appendix is adopted by them by cross-reference and supplies the enumeration of nationalities.
The Isle of Man Immigration Rules VN 1 provide that a national or citizen of a country listed in paragraph VN 1.1(a) of the UK Appendix V: Visa national list needs entry clearance (a visa) in advance of travel to the Isle of Man for any purpose. This passage from the UK Home Office enumerates that list, so each named issuer is a visa national who must obtain a visa before travel to the Isle of Man.
