Regulation 2 of the Immigrants and Emigrants Regulations 1956, made under section 48 of the Immigrants and Emigrants Act No. 20 of 1948, requires every person to whom section 10 of the Act applies to hold a visa to enter Sri Lanka; that is the instrument that creates the visa obligation which the Department's ETA system and the 2026 fee-waiver scheme implement and apply.
The notice's 40-country list includes GERMANY; the one-letter ICAO code D denotes Germany, so the German entitlement under the free-ETA scheme applies to holders of the D-coded document exactly as to DEU, with visa on arrival available without advance authorisation.
