Act 573 s.4(1) requires every person other than a citizen of Ghana entering Ghana to hold a valid visa unless exempted, and L.I. 1691 Reg 3(1)-(2) and Reg 21 define the exempted classes (ECOWAS nationals and citizens of countries with reciprocal visa-exemption agreements); the GIS Legal Handbook reproduces both instruments verbatim, so it is the document that creates the obligation rather than a description of it.
The MFA's current visa-free list shows all fourteen ECOWAS members at rows 49–62 with the Ordinary, Service and Diplomatic columns all ticked and a 90-day maximum duration, granting each listed state visa-free entry for 90 days.
