Dahir n° 1-03-196 promulgating Loi 02-03 is the statute that imposes the obligation: Article 3 requires every foreigner arriving on Moroccan territory to hold a valid travel document "assorti, le cas échéant, du visa exigible". The visa-exemption list, e-visa note and change records all implement or modify that requirement; the Dahir creates it.
The article reports the reciprocal visa abolition agreement between Morocco and Cape Verde entered into force 8 May 2024 with stays not exceeding 90 days, so Cape Verdean ordinary passport holders enter visa-free for 90 days.
