- Travellers to and from Svalbard must present themselves for control when required by the Governor of Svalbard and identify themselves with a passport valid for entry into Norway.
- Everyone staying in Svalbard must have the means to be able to reside there; the Governor may reject persons who do not meet the requirements.
- Foreign citizens with a visa requirement for the Schengen Area must hold a Schengen visa when travelling to and from Svalbard via mainland Norway, the standard route to the archipelago.

Utlendingsloven § 6 creates the operative rule of the SJM regime: it disapplies the entire Immigration Act, including all visa and residence-permit provisions, to Svalbard. That is the provision that makes entry to Svalbard require no advance authorisation for any nationality. The Svalbard Treaty grants the contracting parties a right of access and residence, and FOR-2022-04-29-643 sets the remaining border requirements, but § 6 is the provision that removes the visa requirement itself.
The Immigration Act contains Norway's visa requirements; § 6 disapplies the Act to Svalbard, so no visa can be required of any nationality entering Svalbard, and the control regulation's only entry requirements are a valid passport and presentation for control.
