Article 27 of Law No. 105-Z imposes the visa requirement on aliens entering Belarus ('при наличии визы, если иное не определено настоящим Законом, иными законодательными актами и международными договорами Республики Беларусь'), and Article 39 caps visa-free stays at 90 days per calendar year; the exemptions operate as exceptions to this statutory default.
The Colombia-Belarus agreement exempts Colombian ordinary-passport holders from visas for stays of no more than 90 days per calendar year.
