Law No. 59/NA on Immigration and Foreigner Management of the Lao PDR creates the entry regime: Article 11 requires holders of ordinary passports of countries without a visa-exemption agreement to comply with visa application procedures before entering, and Article 19 creates the visa categories including the tourist visa and the visa-on-arrival unit. The MOFA list and eVisa portal implement that law; they do not create the obligation themselves.

The eVisa portal's own 'Nationality as in passport' selector lists 'Democratic Republic of the Congo' among the nationalities eligible for the Lao eVisa facility, and the portal describes the eVisa as an authorisation applied for and approved online before arrival. So a DRC passport holder obtains authorisation in advance; it is not a route they can take up on landing.
