Article 6 of the Foreign Passport Visa Act is the instrument that CREATES the obligation: "持外國護照者,應持憑有效之簽證來我國" — foreign-passport holders must enter with a valid visa — and it delegates to MOFA the power to carve out visa-exempt and visa-on-arrival treatment. The BOCA lists exercise that delegation and therefore describe an obligation the Act creates.
Art. 7 shows mainland residents obtain a Taiwan entry-exit permit issued by the National Immigration Agency and forwarded through an approved travel agency; Art. 9 fixes the stay at not more than fifteen days.
