Section 9B(1) of the Immigration Act 1959 imposes the requirement that a non-citizen must not travel to Singapore without a Singapore visa that is in effect, and s 9B(2) creates the exemption for holders of valid passports from countries approved by the Minister. The ICA visa-requirements page administratively expresses that approval as the visa-required list; the Act is the instrument that creates the obligation.
The Immigration (Exemption from Singapore Visa) Order 2026, made under s 56 of the Act, exempts a non-citizen who holds a valid ordinary passport issued by the government of the People's Republic of China from the s 9B(1) visa requirement, so a PRC ordinary-passport holder needs no advance visa.
