The Immigration Act 2049 (consolidated through the 2072 amendment), section 3(1), creates the obligation itself: no foreigner may enter or stay in Nepal without a passport and visa. Section 3(2) delegates visa types, fees and related arrangements to rules, and the Department of Immigration's current visa pages are the operative implementation a traveller is actually governed by; the Rules 2051 (rule 3) confirm the Government's discretion and reciprocity-based exemption power without naming any additional nationality.
The Department of Immigration grants Chinese nationals a gratis (free) tourist visa on arrival for up to 150 days per visa year, so no advance authorisation is needed and the stay is capped at 150 days in the calendar year.
