The Uredba o viznom režimu, adopted by the Government of Montenegro under article 14 of the Law on Foreigners, creates the visa-free exemptions (articles 1, 1a, 2, 3, 6, 7, 10) and the residual visa obligation (article 4). The May 2026 consolidated text is the Government's own current consolidation, incorporating every amendment through Sl. list 61/2026; Uredba 108/2026 (in force 25.07.2026) time-limits the remaining exemptions to 31 October 2026.
The MFA's China page opens its visa-regime section with the statement that Chinese citizens must hold a visa for Montenegro, issued by Montenegrin diplomatic-consular missions; that is the unconditional rule for holders of an ordinary Chinese passport, so China requires advance authorisation.

The holder must hold a valid Schengen visa, or a valid visa or residence permit of the United States, the United Kingdom or the Republic of Ireland.

The holder must travel as an organized tourist group that enters, stays in and leaves Montenegro together, with proof of a paid tourist arrangement and proof of return to the country of origin or transit.
The holder must hold a valid business passport issued in accordance with that state's regulations and an invitation letter within the meaning of the rules governing the issue of short-stay (type C) visas.
This visa-free route applies only until 31 October 2026; from 1 November 2026 a visa is required for Chinese citizens entering Montenegro.
