Tourist Visa on Arrival for Chinese and Indian citizens have been granted starting from 30-08-2023 as a one-year pilot project in accordance with COVID-19 rules and regulations of the Ministry of Health. … For applying Visa on Arrival, it shall be collected USD 50 for each person and can stay up to 30 days.

It states the obligation the rest of the regime qualifies, in words that impose rather than report: 'Foreigners are required to obtain a non-immigrant visa before entering into Myanmar.' That sentence creates the default for every issuer no list names, which is why the residual row cites it.
