RA 38/2021 creates the obligations that govern this regime: art. 7 (visa and prior entry authorisation), art. 8 (entry-and-stay authorisation at the border posts, i.e. visa on arrival), art. 9 (exemption from visa and prior entry authorisation) and art. 10 (maximum stay periods). The CPSP page describes that regime and publishes the current list; Despacho 165/2010 adds the six-country prior-visa requirement under arts. 8(3) and 9(1)(4).
Mainland residents must hold the PRC two-way travel permit with a valid Macao endorsement (赴澳簽注) arranged in advance to enter Macao; a PRC passport alone admits only 7-day transit, so advance authorisation is required.
