El Decreto 26/1978 (version consolidada de 2023) es el Reglamento de la Ley de Migracion: su articulo 45 impone la obligacion (pasaporte vigente y visa de entrada para todo extranjero) de la que las demas normas son excepciones; por tanto es el instrumento que crea la obligacion, no un resumen de ella.

El Decreto Presidencial 821/2024, publicado en la Gaceta Oficial, dispone la exencion unilateral del requisito de visado para los ciudadanos chinos titulares de pasaporte corriente; la fila concede la entrada sin autorizacion previa sobre esa base.
