Aevamo’s reading

The Odluka o vizama (as amended) is the instrument adopted by the Council of Ministers under Article 21(1) of the Law on Foreigners that determines which states' nationals do not need a visa to enter BiH and creates the visa-free list, the special regimes and the seasonal exemptions. It imposes the exemptions; the Law on Foreigners supplies the residual visa requirement the exemptions derogate from.

It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
