SRO 37 of 2019 regulation 2(1) imposes the obligation itself - an alien shall not land in Dominica unless a visa is endorsed in the passport - and regulation 2(2) lists the exemptions; it is the instrument that creates the entry requirement for this regime, made by the Minister under section 28(2) of the Immigration and Passport Act (Chapter 18:01).

Paragraph (b) of the visa-exemption regulations is a nationality-blind collective clause: it exempts any person holding a valid Schengen, US, UK or Canadian visa, so it covers every one of these issuers without naming them individually, a route confirmed for Haitians by the 2019 reinstatement announcement.
