This arrêté, signed by the interior, foreign-affairs, budget and overseas ministries, imposes the visa obligation on foreigners entering La Réunion and fixes the exhaustive annexe II list of nationalities dispensed from it; the ministry pages only describe the regime and the embassy page covers a single nationality.
Article 1(b) requires a valid visa for entry when annexe II makes one necessary, and article 3 dispenses only free-movement beneficiaries and the nationalities listed in annexe II; these issuers' ordinary passports are on neither list, so a visa must be obtained in advance.
