Official wording
The following nationalities can enter and stay in Qatar for 30 days with this visa. It is valid for multiple entries and extendable for another 30 days. The conditions for this visa is 6 month passport validity and a return or onward ticket.

Minister of Interior Decision No. 25 of 2019 issues the executive regulation of Law No. 21 of 2015 on the entry, exit and residence of expatriates. Article 3 imposes the entry-visa obligation on every expatriate, Article 31 provides that nationals of countries the Minister designates receive a visit visa on arrival or an exemption while 'nationals of all other countries' receive advance visit visas, and Article 13 empowers the Minister to exempt nationalities. It is therefore the instrument that creates the obligation; the MOI and Visit Qatar pages are the Minister's current designation lists under it.
The Ministry of Interior's list grants these nationalities a free multiple-entry 30-day on-arrival tourist visa, so they need no advance authorisation.
