Section 17 of the Immigration Act 2004 empowers the Minister for Justice to make orders exempting classes of non-national from the visa requirement, and section 4(3)(e) of the Act makes non-possession of a visa a ground for refusing permission to land to everyone not exempted by such an order. The Immigration Act 2004 (Visas) Order 2014 is that order: its Article 3 enumerates every class that does not need a visa and its Schedules carry the state list, so it is the instrument that determines, nationality by nationality, whether an Irish visa is required. It is read here with the Act itself for the requirement, with S.I. No. 548 of 2015 for the Union, EEA and Swiss entry right the Order does not reach, and with the four amendment orders that have altered its Schedules.

Schedule 1, substituted by this Order and read with Article 3(a) of the Visas Order 2014, is the list of states whose nationals are not required to be in possession of a valid Irish visa when landing in the State. It is quoted as substituted; the seven names later deleted from it — Eswatini, Lesotho and Nauru by S.I. 68/2025, Trinidad and Tobago by S.I. 164/2025, Nicaragua, Saint Kitts and Nevis and Saint Lucia by S.I. 242/2026 — are answered on their own rows and are not carried into this one.

The Visas Order states that it came into operation on 13 October 2014. Schedule 1 and Schedule 5 were substituted by S.I. No. 335 of 2024, in operation 10 July 2024, and Schedule 1 was last amended by S.I. No. 242 of 2026, in operation 15 June 2026; the Immigration Act 2004 consolidation is stated to be updated to 15 June 2026 and up to date as at 24 August 2026.
