The Isle of Man Immigration Rules are made under section 3(2) of the Immigration Act 1971 (an Act of Parliament) as extended to the Isle of Man by the Immigration (Isle of Man) Order 2008; they impose the leave-to-enter requirement, define who must obtain entry clearance in advance (visa nationals and the ETA requirement) and set the visitor stay durations. The UK visa national appendix is adopted by them by cross-reference and supplies the enumeration of nationalities.
The Appendix Electronic Travel Authorisation provides that an ETA is required by specified nationals in advance of travel to the Isle of Man, and ETA 1.2 requires the applicant to be a national of a country included at ETANL 1.1. The quoted ETANL 1.1 list enumerates those countries, so each named issuer must obtain an ETA before travel; V 16.2 fixes the visitor stay at up to 6 months.
