The Immigration Act B.E. 2522 creates the obligation this regime enforces: Section 12(1) prohibits aliens from entering the Kingdom without a visa unless a special exemption applies, and Section 4 defines who is an alien. The visa-exemption and VOA lists are grants issued under that Act (the gazette notification cites 'มาตรา 5 แห่งพระราชบัญญัติคนเข้าเมือง พ.ศ. 2522' as its authority), so the Act is the instrument that creates the obligation, and the lists are the exemptions to it.
The VOA list's header grants a stay of 15 days to the enumerated nationalities who apply at an authorised entry checkpoint, and the numbered list names each of these 31 issuers, establishing the visa-on-arrival entitlement.
