Loi n° 5/86 of 18 June 1986 creates the entry obligation: article 23 requires nationals of states with no immigration agreement with Gabon to hold a visa, and articles 2-4 set the regime's scope and the temporary-visitor stay limit. The DGDI e-visa portal lists the bilateral exemptions and the CEMAC Acte Additionnel N° 01/13 creates the CEMAC exemption; both supply facts the statute cannot contain.

Article 23 imposes the entry-visa obligation on nationals of states that have no immigration agreement with Gabon; the held exemption lists (the DGDI bilateral table and the CEMAC acte) were searched for every issuer on this row and none is granted an ordinary-passport exemption, so the visa obligation applies to them.
