The Uredba o viznom režimu, adopted by the Government of Montenegro under article 14 of the Law on Foreigners, creates the visa-free exemptions (articles 1, 1a, 2, 3, 6, 7, 10) and the residual visa obligation (article 4). The May 2026 consolidated text is the Government's own current consolidation, incorporating every amendment through Sl. list 61/2026; Uredba 108/2026 (in force 25.07.2026) time-limits the remaining exemptions to 31 October 2026.
Article 3 of the consolidated Uredba grants Belarus and Russia a 30-day visa-free stay under the concluded bilateral agreements on mutual travel of citizens.
