The Vreemdelingenbesluit 1995 (Aliens Decree, S.B. 1995 no. 85), implementing the Vreemdelingenwet 1991, creates the entry obligation: Article 12 requires every alien to hold a passport carrying a visa unless the Minister designates an exemption. The current Entry-Fee regime and the 21-country visa/tourist-card list are later modifications of that obligation made by decree (S.B. 2022 no. 68, S.B. 2023 no. 76, S.B. 2024 no. 13) and ministry measures, so the decree is the instrument that creates the obligation the later instruments modify.
The ministry's travel page grants visa-free entry for tourism or family visits up to 90 days to nationals of countries covered by the visa abolition, and lists holders of CARICOM-country passports and of Vatican City passports among the groups exempt from the Entry Fee; these issuers are CARICOM member states or the Vatican, so they enter visa-free with nothing to arrange in advance.
