Decreto Presidencial 189/23, published in the Diário da República I Série n.º 185 of 29 September 2023, is the instrument that establishes the current legal regime for tourist entry to Angola: it creates the exemption for the 98 listed countries (article 3 and annex) and the simplified tourist-visa procedure for everyone else (article 4). It is the operative instrument rather than a description of one — the SME page and the consular pages describe and apply this decree.

The passage states that the tourism visa applied for through the portal is governed by Presidential Decree 189/23, which establishes the exemption regime and the simplified procedures for granting tourism visas; for issuers that appear on no exemption list (checked in residualSweep), the tourism visa must be arranged in advance through the portal or a consular post.
