DS 4828 is the supreme decree that amended DS 1923 and re-enacts the operative text of articles 8 and 10 — the classification that imposes the visa requirement on Grupo II and Grupo III nationals and provides the border-issued entry authorisation for Grupo II. It is the instrument whose text creates the current obligation, not a description of it.
Annex II of DS 27150 enumerates the Grupo II countries — headed 'PAISES QUE REQUIEREN VISA SIN CONSULTA PARA EL INGRESO A BOLIVIA' — i.e. the countries whose nationals require a visa to enter Bolivia. The membership is read as amended: DS 2097 added China and Iran to this group, DS 2861 moved Russia out, and DS 5497 moved Bulgaria, Malta, Romania, South Africa, South Korea and the UAE out to Grupo I. DS 4828 art. 8(b) keeps the Grupo II visa requirement operative, and the border-issued authorisation of DS 1923 art. 10 is not established as available for these issuers, so the visa must be arranged in advance.
