Decreto 616/2010 is the Reglamento de la Ley de Migraciones 25.871 that establishes the admission categories, the tourist subcategory and its stay period, and the framework under which all consular-visa exemptions operate; the exemption resolutions (189/1995, 137-E/2017, 316/2025, 353/2025) carve visa-free entries out of that framework.
The DNM Régimen de Visas table marks each of these countries "REQUIERE VISA" in the "Pasaporte Ordinario (Turista)" column and "HABILITADO" in the "AVE Global Turista" column, so a visa is required for ordinary passports but the electronic travel authorization (AVE) route is enabled for them.
