Les ressortissants des pays de la Communauté économique et monétaire de l'Afrique centrale (CEMAC) à savoir Cameroun, Centrafrique, Gabon, Guinée Equatoriale et Tchad ainsi que ceux du Sénégal, de la Côte d'Ivoire et du Benin sont toujours exemptés de visas d'entrée en République du Congo dans le cadre des accords de libre circulation des biens et des personnes.

Loi n° 29-2017 (amending Loi n° 23-96 of 6 June 1996) is the statute that creates the entry obligation: Article 15 requires a foreigner who is not a national of a country with particular immigration agreements with Congo to present a passport bearing a valid visa in order to enter. The CEMAC act, the embassy statements, the Congo–Rwanda accord and the UAE page describe exemptions within that legal frame; they do not create the general requirement.
The same embassy statement names Sénégal, Côte d'Ivoire and Benin as still exempted from entry visas to the Republic of Congo under the free-movement accords — the specific visa-free grant for these three issuers.
