Decreto-Lei 13/2025 (second amendment to Decreto-Lei 2/2015, regulating the Lei 66/VIII/2014 aliens regime) creates the visa framework: article 14(1)-(2) establishes the exempt-country list and the negative list, article 14(3) bars online/on-arrival visas for listed countries, and articles 13/30/62 provide the online, border and pre-registration mechanisms. The Despacho 244/GMAI/2026 is the ministerial act that fills in the negative list under it.
The Portal Único do Governo lists these countries as exempt from a visa for Cabo Verde, with each entry showing the maximum stay of {days} days; the intro sentence establishes the exemption and the quoted entries name each issuer with its stay.
