3. Citizens of the East African Partner States: These countries include Burundi, Democratic Republic of Congo, Rwanda, South Sudan, Tanzania and Uganda for a period not exceeding 180 days.

Regulations 15B and 15G, made under section 59 of the Kenya Citizenship and Immigration Act, impose the Electronic Travel Authorization requirement on every person travelling into Kenya and define — through the Seventeenth Schedule — the only categories exempt from it; this is the instrument that creates the obligation, not a description of one created elsewhere.

Item 3 of the Seventeenth Schedule names the six East African Community partner states and exempts their citizens from the eTA, capping the stay at 180 days, so they need no advance authorisation and may stay up to 180 days.
